The department helps Washington’s workers and employers succeed in the global economy by delivering superior employment services, timely unemployment benefits, and a fair and stable unemployment insurance system.

Business Challenge
ESD used multiple finance and accounting systems and tools across the department, and many processes were not integrated or fully automated. In addition, there is required integration with the state ERP systems. The existing systems and tools were dated, hard to maintain, not intuitive, and not productive. These inefficiencies and using workarounds inhibited users from efficiently executing their key department service tasks. ESD was looking for a partner to implement an Automated Financial System (AFS) – Dynamics 365 Finance– to replace spreadsheets, and other manual processes currently used to track internal accounting information. The integrated accounting system will support accurate and timely reporting, improve spending oversight, and support decision making.
Solution
OnActuate will lead the implementation of a new Automated Financial System (AFS), leveraging the Microsoft Dynamics Finance suite and enabling technologies like Power BI. The system will replace current manual or semi-automated processes, provide accurate and timely reporting as well as improve spending oversights and decision making. The scope includes all ESD core accounting processes for Accounts Payable, Budgets, Grants Management, Contracts, and General Ledger. The new system will provide access to all stakeholders and support WA state in meeting federal standards and reporting needs.
